In law can I sue a Police Dept for the activity of another Police Dept they have also aided indirectly?

I have been stalked and slander and hared by a Police Dept who was also aided by another Police Dept in another state that is aiding in the corruption I have reported about them. Like because of their knowledge about it and their support by silence can I sue them, because if it were not for their silence this crime would have not escalated to the point it is now? Then while in this new town I am living in now I am suffering the repercussions of it, because of their involvement now, by protecting a perpetrator I have reported to law enforcement, and because of his affiliation and connection with them they have never investigated or charged with a crime of stalking, with their full knowledge of it.
