When a judge hands down the maximum sentence, and says it's to "send a message" to deter others from...?

...committing the same crime, isn't that unjust in that the punishment isn't SOLELY what the person deserves? It's unfair to say, "Well he should have thought twice before committing the crime." because even so, more years/money were added to the sentence to "send a message".
