Why did Martha Stewart go to jail for insider trading but not those who bet 9/11?

A bunch of guys purchased more put options against the American airlines on 9-10 than against any stock making billions in 24 hours to the point it is now illegal to sell short as the did against the stock in huge numbers. Why didnt any of them go to jail for insider trading but Martha did for a much smaller scale?
