How can I clean pigeon faeces from a concrete balcony?

Pressure Washer is sort of out as a solution due to the cost of a rental (68 at Home Depot). I was considering covering the stained floor with new concrete, but am unsure of the setbacks of this. Any advice on how to deter pigeons is also appreciated.
